This is an explicit rejection of the plan Biden put forth yesterday.
By contrast, Hamas said it viewed the proposal positively, but would not commit to it until - which Biden claimed offered the proposal - accepted the terms.
Next up, Biden and Blinken will come up with some verbal gymnastics to falsely claim it was Hamas that refused. All while Netanyahu addresses a joint session of Congress.
