I'd let my passport expire. Had to obtain original birth certificate, plus ancient marriage and divorce records from 2 different states where I previously lived. This was during the pandemic. It took nearly 3 months to get the old documents and it cost me $120 on top of the Real ID fee. Pro tip, never let your passport expire!

The US was suffering from collective PTSD and paranoia after the attacks and bills were passed too quickly. Bills like the Patriot Act were rushed through Congress under great pressure. It's likely that many congresspeople did not even read the bills before passage. There was little to no debate. The dangers of much of the legislation came into focus later.
