Top Democrats accused of trying to block vote on Iran war powers resolution

war powers resolution = congress blocks trump from going to war with iran (and others) by reasserting its exclusive constitutional right to declare war - the president does not have the right to declare war under the US constitution. Trump does this anyways and congress lets him.
