Within DHS, Noem and Lewandowski have cut employees or put them on administrative leave. The pair have fired or demoted roughly 80% of the career ICE field leadership that was in place when they started. In the blanket incident, Noem had to switch planes after a maintenance issue was discovered, but her blanket wasn’t moved to the second plane, according to the people familiar with the incident. The Coast Guard pilot was initially fired and told to take a commercial flight home when they reached their destination. They eventually reinstated the pilot because no one else was available to fly them home. The DHS spokeswoman didn’t address the episode but said the secretary has “made personnel decisions to deliver excellence.”
Lewandowski next turned to ICE’s legal office for help writing him a legal justification to be issued the badge and gun. A top ICE lawyer, Ken Padilla, also declined to sign off, and days later he was placed on administrative leave. He was later demoted and moved to FEMA, the people said. Padilla declined to comment. Lewandowski eventually persuaded other lawyers to sign off. The ICE director’s autopen was used to sign the paperwork, the people said.

Official word from ICE is their fleeing victim "weaponized her vehicle, attempting to run over our law enforcement officers in an attempt to kill them — an act of domestic terrorism." The video doesn't show any officers in front of the car that they approached from the rear before firing into it three times and murdering the driver.

As you can see the domestic terrorist attempting to run over ICE agents had terrible aim, resulting in the ICE officer having to fire through the driver's side window to stop the the operator of the moving vehicle from steering it any further, the obvious way to protect public safety by turning the SUV into an unguided missile in a residential neighborhood crowded with protesters and residents and the homes of the residents and protesters.

    The footage shows each incident started the same way: with immigration agents blocking the path of a person’s car. Most law-enforcement organizations reserve boxing in a vehicle for high-risk felony stops, such as when the suspect is armed, according to Geoffrey Alpert, a University of South Carolina professor who trained state and local officers at the Federal Law Enforcement Training Centers, a training operation run by DHS. If agents box in a target, the vehicles should be bumper to bumper, with no room for the suspect to drive away, essentially disabling the vehicle, said Alpert. But in three of the four shootings, agents left room for the vehicle to flee.
    Footage from the shootings also shows officers approaching civilian vehicles with their engines still running—a situation police are trained to avoid. According to Kerlikowske, such training is designed to keep officers out of harm’s way. Grabbing a car door or breaking a window are considered “intrusive actions” that can escalate the moment and create resistance from a suspect, said University of South Carolina law professor and former Tallahassee Police Department officer Seth Stoughton. Videos reviewed by the Journal show officers trying to open vehicle doors, reaching into vehicles and smashing windows, followed by drivers fleeing.
    Police are trained to break a window only in specific circumstances, such as if the driver is armed or there is a medical emergency, said Alpert. In footage from the four cases closely reviewed by the Journal, none of the drivers had firearms, but DHS insists they were still dangerous. Obstructing a moving vehicle In at least three of the shootings, officers pursued a vehicle on foot. Footage also shows officers moving into the potential path of the vehicle or clinging on to it while it moved. “It’s like policing 101. Don’t get in front of a car or in their potential pathway, especially if the engine is running,” said Jon Blum, a former North Carolina officer who now develops police training curricula.

    In September 2012, Guillermo Arevalo Pedroza, a 36-year-old construction worker, was shot and killed during a picnic with his family on the Mexican side of the Rio Grande. A Border Patrol agent who fired his gun from a patrol boat said he had been pelted with rocks, officials said. Mexican authorities denounced the shooting as "unacceptable" and said Pedroza was not trying to cross the border. A month later, Jose Antonio Elena Rodriguez, 16, was shot and killed near Nogales, Mexico, by a Border Patrol agent who fired through a fence. The autopsy report said Rodriguez was shot eight times in the back. The Border Patrol said the agent, whom it did not identify, was hit with rocks when he responded to reports of drug smugglers climbing the border fence.

    Schmitt relied on a brutal nationalist ethos that saw countrymen as friends and everyone else as vile enemies. Girard had proved the world was evolving beyond the workability of such a scheme. So ultimately, Schmitt’s plan backfired. For anyone who wants to shape history, Palaver suggested, there are two available courses of action: Follow in the footsteps of Schmitt or follow in the footsteps of Jesus. To follow Schmitt would be to invest in the katechon. By creating systems that permit violence against scapegoats, one might be able to postpone the far greater violence of the apocalypse. But for Palaver, the only morally acceptable answer was clear. Even if scapegoating could hold off the apocalypse for a time, we should not scapegoat. He ended his paper by quoting Girard’s call for “the definitive renunciation of violence.”

    Thiel's brain is baked in such a strange soup of nonsense: the katechon will stop the antichrist or the katechon will become the antichrist, which depends on the non-sequitur of whether our memes are maximally or minimally scapegoating, like twitter flamewars between racist trolls are summoning circles for Jesus.

    It’s not that they aren’t thinking about the apocalypse. There’s no way to take Girard’s mimetic theory seriously without acknowledging his conclusion: As scapegoating becomes less and less effective, the world begins to fall apart. It was just that the Girardians I met seemed to be at peace with the thought that we might be living through the denouement of human history.
