Looking deeper into this, it seems to be based on a wet dream that a monk had about the Virgin Mary. Which is pretty awesome that it became one of the reasons he got sainted.

We don't know who voted no. It had to be unanimous, and for whatever reason this kind of of vote doesn't show the dissenters. According to one Republican, it was the Democrats. Luckily all politicians are trustworthy, so that is definitely what happened.
