@aeva the not so short answer is sort of. Near exact conversion is tedious but typically only matters if you’re making precision observations or designing a spacecraft.

The difference is more about what each system make easy to measure. The Earth Centered Earth Fixed (ECEF) frame is useful to represent the location of something sitting on the earths surface, and is relatively easy to compute from Geographic Latitude Longitude coordinates. Earth Centered Inertial (ECI) frame is easier to tie to fixed locations on the celestial sphere, computed from Right Ascension and Declination angles and an orbital radius.

If you use those two terms (ECI and ECEF) you’ll probably get more clarifying search results. The most obvious difference is a point on the earth represented in ECI will constantly change as the earth rotates in the frame, while in ECEF it will remain constant. ECEF being tied to the location of a reference datum somewhere on the earth (stars not mattering), and ECI being tied to the direction of Aries on the Spring Equinox (earth’s geography not mattering).
