The Core Programs You Should Know

Our mission is to bridge East and West by enriching families with educational, cultural, and social service programs.

Our Adult English as a Second Language (ESL) Program provides high-quality, goal-driven English language instruction to eligible individuals to help them gain the language skills necessary to be self-sufficient, adapt to life in the U.S., and contribute as productive members of society.

Senior Employment Program

SCSEP is a U.S. Department of Labor-funded employment and training program. NAPCA SCSEP concentrates on serving limited- and non-English-speaking Asian and Pacific Islander seniors.

Benefits Enrollment Center (BEC)

We offer the 5-core Benefit Assistance Programs: Utility (CEAP, Weatherization), Food (SNAP, TANF and WIC), Financial/Health Insurance (Gold Card, Medicaid/CHIP, Healthy TX Women, MSP, Pregnant Women and Parents), Social Security (Retirement, SSI, Disability and Family benefits) and Disaster Assistances (when applicable).

Homebuyer Education

CCC became a HUD Affiliate in late 2008, and we are the only HUD Affiliate in Texas with the ability to provide linguistically appropriate services in Chinese and Vietnamese. We are also a partner in the City of Houston’s Homebuyer Assistance Program.

Financial Opportunity Center (FOC)

FOC is a career and personal financial service center that focuses on the financial bottom line for low-to-moderate-income individuals, one of five in the Houston area. Our services cover three areas: Employment Placement and Career Improvement; Financial Education and Coaching; Public Benefits Access.

FREE Tax Preparation

The Volunteer Income Tax Assistance (VITA) program offers free tax help to households that make up to $67,000, persons with disabilities, the elderly, and limited-English-speaking taxpayers who need assistance in preparing their own tax returns. IRS-certified volunteers provide free basic income tax return preparation with electronic filing to qualified individuals.
