Sure it will. To bypass the ban, kids will be forced to conceal their identities. If they expose themselves, the platforms will be compelled to close their accounts. The consequence of failure to maintain privacy is the inconvenience of opening a new account.
This ban would teach kids to lie better. To conceal their identities online.
That certainly isn’t the objective of the ban, but it would be a positive consequence.
Unfortunately, the negative consequences almost certainly outweigh the positive.

On the plus side, kids under 15 should be taught not to give their names, ages, locations, or any other personal data on the internet. Avoiding the bans that providers would have to enforce against them instills long-term privacy consciousness, making them better netizens in the future.
On the minus, the kid is now violating the law when they get online. They are going to conceal their online activities from the responsible adults in their lives. Groomers and other predators are going to have a field day.
What the ban absolutely won’t do is reduce screen time or keep kids off social media.

Wheat doesn’t actually require all that much. Soak it in water, and it becomes gruel. Let gruel sit around for awhile, the liquid becomes a rudimentary ale. Boil off the liquid, you have a rudimentary bread. Want to make it easier to eat? Grind it before you add the water.
Every other use is an evolution of those basic concepts.

There are a number of potential fixes.
Universal healthcare is one. Completely separate employment from healthcare.
Restore the tax structure we had in our most prosperous decade: 91% top-tier rate. Nobody ever paid that rate; nobody will ever pay that rate. That rate compels businesses to spend $10,000 on “business expenses” rather than keep $900 and pay Uncle Sam $9100. They get to keep $10,000 worth of tangible goods and services, purchased on the market. Or, $900 cash, that they can convert into financial instruments.
We could assign all healthcare bills to the richest person in the country. When we take enough from Musk that Bezos catches up, they can split the bill between them. When they get down to Zuck, they split it three ways. Nobody gets to be the richest. The competition switches from dollars to number of lives saved.
Or, we could roll out the guillotines again. Behead the most problematic tranche of capitalists (as evidenced by their degree of wealth). Repeat as necessary.
The capitalist fucks are swinging the whip. The 25-hour limit is the whip they are swinging. Both are a problem.
The requirement is “proof of financial responsibility” not “insurance” specifically. Every state allows you to establish a surety bond rather than insurance. If you’ve got $30k-$50k lying around doing nothing, you can let the state hold on to. So long as you don’t get sued for damages related to your driving, you get it back when you stop driving.

I’m interested in the Trolley Problem of a hypothetical murder of an ICE agent weighed against the hypothetical murder of a random member of the 1%.
Modulo is much easier to understand with clocks.
Suppose It is currently midnight. What time will it be in 3 hours? 3 mod 24 = 3. It will be 03:00
What time will it be in 27 hours? 27 mod 24 = 3. We go through a whole day (24 hours) to get back to midnight, then continue another 3 hours, for a total of 27. The time will be 03:00.
What time will it be 48 hours from now? 48 mod 24 = 0. 48 hours from midnight will be midnight.
What time will it be 6 hours from now? 6 mod 24 = 6.
Conceptually, X mod Y means that instead of 24 hours per day, we are splitting the day into Y “hours”, labeled 0 to Y-1. We start at 0, and pass through X “hours”. X mod Y is the “hour” we finish up in at the end. 5 mod 2 means we have a 2-hour day, with hours 0 and 1. We pass through 5 of those hours. When we finish, are we at hour 0 or hour 1?
