To elaborate a bit more: the only reason to not just signing directly is if you want to declare things like “I have commuted this distance this year and want a tax cut on my commute” or other special case things you might apply for. Several likely scenarios are possible, and we need to account for all of them. Russia is still producing massive amounts of war equipment every day and many reports are suggesting that a lot of it is not going to Ukraine anymore. Same reports suggest Russia is also training new troops that are not sent to Ukraine. So in the scenario that Ukraine does not win and the Russian economy holds up for a while longer than expected, we are in big trouble. We can’t take the risk of just assuming that Russia will collapse.

We can take milk for example. If everyone drank unpasteurized milk, most people would be fine. But every now and then, you’d get nasty e-coli outbreaks here and there. Most would survive it after a really really shitty time, but some would die. This is really why some people are lead to believe pasteurization is unnecessary, because you don’t realize how important it actually is through anecdotes - you need statistics.
