This has a great retro feel to it, I like it a lot!
An immediate thing I noticed is the attention to details in the skin and the muscles. The next immediate thing was the visible front paw, oddly hand-like, which added to the aforementioned attention to details, makes me wonder if the artist envisioned the dragon as some toolmaker creature, akin to humans, gorillas and otters.
For such a bulky boy, he sure looks like he skipped wing day. Lol
