I believe the first step is a bigger boat?
I think in the film the first step was to keep the beaches open so as not to cause a panic and kill the local tourist industry that depended on seasonal tourist influx. I was kinda obsessed with that film as a kid.

Isn’t the shark a tourist too?
Maybe keeping the people in the water will encourage more aquatic diners.
