Even normal ss people have to be very on edge, a dog sniffs that out from a mile away. Imagine the ones that trump hand picked to be a few orders of magnitude sketchier and more on edge than a maltreated dog

Welp. I can kinda imagine how that could happen. Just a lot of chaos and people running around and no space to get settled for a dog, maybe some unpleasant interactions, and maybe just not a dog temperament suited for this.
So after a minute of trying to parse this, I assume his dog is named commander? Or did Joe bidens dog commander, I. E. A person who commands dogs, bite his colleagues?
Option 3: the dog is a commander of other dogs. My beagle gets orders from him at least once a week.

I don’t know how much time he spent with the animal.
If he was doing the right thing, he probably hired a trainer that works with reactive dogs. That’s not an instant process.
It is a hectic environment, so it was probably difficult to narrow down the dogs specific triggers.
You don’t seem like you’ve ever worked with anxious or reactive animals.
