It’s basically always unsustainable agriculture when any place tuns out of water.
The way is clear - sacrifice a cow to appease the river God!
Except instead the USA will just invade us Canadians and confiscate it all because piracy disguised as national emergency.
Do that enough times, and rewild the fields growing corn and soy to feed the cattle, and the river will have more water in it.
