Add New agent page on project area behind ai_catalog_item_project_curation FF
What does this MR do and why?
Add Feature Flag ai_catalog_item_project_curation
This Feature flag will be used to move the AI Catalog Item Creation to the Project Area, and duplicate the Curation.
In this MR, I also added a skeleton page for the 'new agent' form.
