[ruby/irb] `IRB.conf[:SAVE_HISTORY]` should handle boolean values

Although not documented, `IRB.conf[:SAVE_HISTORY]` used to accept boolean,
which now causes `NoMethodError` when used.
This commit changes the behavior to accept boolean values and
adds tests for the behavior.
