Browser notifications

I'd love to have NodeBB be able to push out notifications to the browser. Similar to what Facebook or reddit can do when you get a message. Obviously, it would need to be opt in per user, but it would be a cool way to get updates on forums when you leave the window open but in a different tab.

@teh_g nodebb already has this implemented. It will ask for permission the first time you browse on a nodebb site.

As @jarey recommends, you'll want to use the desktop notifications plugin

Ahh, I didn't know there was a plugin already! I will have to set that up... Assuming it uses "standard" notifications, that will make it work on mobile too potentially.

Looks like the plugin isn't supported on 1.4. I will open an issue on Github.
@teh_g have you tried installing it via npm?
