This installs PHP 7.3 from a PPA for Ubuntu 16.04 LTS.
I've tested the new script in a Ubuntu Server 16.04 LTS virtual machine.

btw: the CentOS 7 script already installs PHP 7.3 so there's no need to update the script.

Thank you very much for for updating these scripts @timoschwarzer. Will merge now and update to PHP7.4 since that's now become stable since you've done these updates (Thought we might as well update people to the latest)
