After upgrading to systemd-258, Solaar's udev rules are no longer applied on startup, resulting in solaar not being able to see the devices. See https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=1112660 for initial bug report and URL of this bug for patch.
