Create a formalized moderation policy/consensus

create & put to a vote (or not?) some sort of moderation policy/consensus that says "yes we are doing moderation".

Related to #46 as that's the code of conduct and that kind of directs us towards how our moderation is going.

Preferably moderation team appointed by board or something. don't think we want this voted for en-masse.

specifically my request towards tara:

One thing i will ask of u on this path is to try to help train ppl to be able to do interpersonal conflict resolution and set boundaries between themselves
I dont want to create mod cops i want to create a community of ppl that know how to interact with eachother

lyude of freedesktop mod lead has offered some consultation help. andrew the therapist has offered some conflict resolution help
