get on the migration off of the old forbidden code churn again

Description
We have automations & numbers about how often the forbidden code is used. let's finish the final hurdle, get Andy & his clients off the old code and then see if anyone else is using it, tell them to use a new code. then kill it.
I also know io uses the old code. let's provision them a new code.
who has control over the alarm system?
