things needed to do:

• get cardkey working again so it tells us when people use the forbidden code
• talk to people using the forbidden code, get them signed up with cardkey or a static keycode within the security system for getting in, get them to start using the new codes, admonish them when they use the old code
• wait until folks aren't relying on the old code
• kill the old code
• create a new code for devhack admin/legal/leadership/whatever
