This bug has been fixed in SVN.

If this was a documentation problem, the fix will appear on pear.php.net
by the end of next Sunday (CET).

If this was a problem with the pear.php.net website, the change should
be live shortly.

Otherwise, the fix will appear in the package's next release.

you can probably speed up the process if you rsync the svn 
directory to your local machine and then run the migration 
script

if you don't have rsync (or similar) access, you could try 
svnsync:
http://svnbook.red-bean.com/en/1.7/svn.ref.svnsync.html

or maybe publish your migration scripts, so others could run 
them?
