Reports to Congress

The National Taxpayer Advocate (NTA) submits two reports to Congress each year: an Annual Report, delivered in January, and an Objectives Report, delivered in June.

Because the Taxpayer Advocate Service is an independent organization, these reports are delivered to the Senate Committee on Finance and the House Committee on Ways and Means with no prior review or comment from the IRS Commissioner, the IRS Oversight Board, the Secretary of the Treasury, any other Treasury officer or employee, or the Office of Management and Budget.

The Annual Report includes analysis of at least 10 of the most serious problems encountered by taxpayers, legislative and administrative recommendations for solving those problems, and a discussion of the year’s ten most frequently litigated tax issues.
