About ICEF

Supporting the international education sector through events, quality frameworks, market intelligence, and professional training.

ICEF supports trust, transparency and professional standards

International education operates across borders, markets, regulatory environments, and institutional models. As global student mobility has expanded, so too has the complexity of recruitment, partner engagement, and professional standards.

ICEF plays a market infrastructure role within this ecosystem. It supports transparency, trust, and professional standards by convening the sector, providing independently governed reference frameworks, producing objective market intelligence, and supporting professional development across international education.

ICEF does not direct or control how institutions or agencies operate. Instead, it provides shared reference points, structured engagement, and reliable insight that organisations can use within their own governance, decision-making, and quality assurance approaches.

How ICEF works

ICEF’s work is organised around four complementary roles that reflect how international education functions in practice.

Together, these roles allow ICEF to support the international education ecosystem without occupying a regulatory, enforcement, or advocacy position.

Governance and independence

Where ICEF provides reference frameworks and assurance-related services, these are governed through defined processes and independent oversight structures. This includes clear separation between activities, transparent scope definition, and impartial review mechanisms where applicable. These arrangements are designed to support fairness, proportionality, and confidence across a global and diverse sector.

A global organisation with sector depth

ICEF works across higher education, language education, secondary education, vocational training, and related areas of international education. Its activities span major student source markets and leading study destinations worldwide, reflecting the global nature of student mobility and the varied regulatory and institutional contexts in which international education operates.
