The Minister of State is a joint Minister in the FCDO and the Cabinet Office. 

The Minister’s Cabinet Office portfolio includes:

  • EU Policy and relations including the Windsor Framework
  • Inter-governmental relations 
  • Constitution 
  • Honours

The Rt Hon Hamish Falconer MP

Hamish Falconer was appointed Minister of State (Minister for Intergovernmental Relations and European Relations) on 20 July 2026.

He was previously Parliamentary Under-Secretary of State at the Foreign, Commonwealth and Development Office between 18 July 2024 and 20 July 2026.

He was elected as the MP for Lincoln in July 2024.
