Beacon City has seen its fair share of villains, some of who inspired loyalty by fear, others enforce it through means of hypnosis or induce it by breaking people and making them admit defeat and submission. But men like Jason Skye are loyal because they share the same agenda as their boss, and in the case of the slimy cardinal gangster, he serves an equally slimy villain in Dirtbag!
