The Census Bureau has been leading the way towards digital transformation in the U.S. government. Powered by the dream of an online Census response option, their strategic vision used the momentum of the 2020 Census as an opportunity for wider national engagement with the Bureau. This meant modernizing the Census Bureau website — all 5M pages of it. With 230 years of historical data, census.gov is one of the nation’s largest websites. The website needed the right technology framework and data protocols to make their content as useful and usable as it could be. As part of the 2010 Census, where there was no online option, the Bureau had focused on updating the front-end of their website. For 2020, they moved into strengthening the rest of their web structure, including search functionality, data presentation, accessibility, and security.

BLN24 manages the AWS-based EDL platform, enabling Big Data analytics and research for the Census Applications Development and Services Division (ADSD). We design, develop, test, and operate systems for planning and tracking Census surveys and field data collection projects, creating innovative data products atop the EDL. Our modernization efforts aim to integrate the EDL with other enterprise systems, including those for data storage, survey operations, research analytics, post-processing, data dissemination, and archiving. We support Census’ vision of evolving EDL into an enterprise solution that ingests data from 80 interfaces, parsing and storing over 300 million responses and 5.5 billion events.

BLN24 ensured real-time system monitoring through AWS CloudWatch, Prometheus, and the ELK stack for rapid issue resolution. Using Infrastructure as Code (IaC) and GitOps workflows, the team facilitated a smooth migration to a new cloud infrastructure. Adhering to CMS’s Technical Reference Architecture (TRA) and accessibility standards, TeamBLN24 delivered a secure, user-friendly solution, empowering CMS to better serve millions of customers.
