I dont’ mean the facepile, but the text box (and description) where to enter your site URL.
For example, this page has comments disabled and does NOT show the webmention submit form:
https://robertvanbregt.nl/2019/01/28/3321/
And this page has Comments enabled and (this?) also shows the webmention submit form:
https://robertvanbregt.nl/2019/01/27/3319/
What I would like to be able to do is to show the Webmention submit form REGARDLESS of if the WordPress Comments have been enabled or not.
Did I make myself clear? 😉

I looks like the webmentions submission form is only visible in a post if the Comments are enabled for the post.
I would like to disable comments for posts by default, but still be able to receive mentions, and also have the webmention form shown for manual submits.
Is this possible?
