The easiest way to do that would be to set up your homepage to be a static page in Appearance -> Customize -> Homepage Settings.

When I go to Appearance > Customize there is no Homepage Settings. There is a Front Page and then you can select Banner Settings, Featured Posts, and Blog Feed. However, none of those have a static button.
