Regarding uploading same plugin twice

I need to know whether I should submit same plugin twice in wordpress.org because I got only 1 mail so far . In that email the following is included.

1. We encourage all plugin authors to use plugin check to ensure that most basic issues are resolved first. 

2. Upload a new version of the plugin: In case you wish to update the files of your plugin submission before we begin with the review.

In my first submission, I have already used plugin check to handle errors and at that time there was no error and it is still the same case . In my dashboard, I have the following message. “Review status: Being Reviewed — This plugin is currently waiting on action from you. Please check your email for details.” If I do upload the same plugin, should I change the version number even though no change was made in my code. Thanks for your time and consideration.
