This could be caused by a really short PHP execution timeout. Some plugins can take up to a minute to scan, so if the timeout is less than that it will cause plugins to get skipped.
For all of your plugins to get skipped the timeout must be really small. Some of the smaller plugins get scanned in seconds.
How long does the scan take?

In the log :
PHP Fatal error: Uncaught exception ‘PHP_CodeSniffer_Exception’ with message ‘Source file D:dalzonsiteswebwp-contentpluginsnewsletter/ does not exist’ in D:\dalzon\sites\web\wp-content\plugins\php-compatibility-checker\vendor\squizlabs\php_codesniffer\CodeSniffer.php:1723
I have seen issues with your plugin with that error but I have not been able to find a solution so far.

I have the same issue, I’m also running on a Windows server and my scan probably takes more than 20 minutes.
