However, I found an alternative help article.
The option to “PayPal account optional” is set to ‘on’.
However, still cannot checkout without creating Paypal account.

We are aware of this. Another merchant told us about it in https://wordpress.org/support/topic/paypal-checkout-experience/
We are currently working on redoing our PayPal integration in the next few weeks, and after that guest checkout should be available for all your shoppers.
I don’t know exactly how long it will take since it is a complex integration to redo, but it is one of our top priorities.
