The “zone” in this context is dependent on distance between origin and destination, so if, for instance, you had tested your own zip code as both the shipping method origin and the customer location, it should be Zone 1 — not applicable for USPS Retail Ground, which works with zones 5–9.
Hope that helps — and do let us know if it still doesn’t show up when testing with distant zip codes (such as 10001 and 90001).

If you suspect the issue might be related to Shipping Zones, I would recommend enabling “Debug mode” in WooCommerce > Settings > Shipping > Shipping options. This will show what Shipping Zone is matched on the Cart and Checkout pages when you attempt to calculate rates (usually in a Green bar near the top of the page) and disable rate caching.
To confirm that USPS Ground should be an option offered by Services for that specific scenario, you can go to USPS’s website and use their shipping calculator to get a quote. Make sure that the origin/destination zip codes and weights/dimensions are correct and match your site. If Ground doesn’t show as option there, it won’t show on your site either, as that service isn’t applicable to that scenario.
Additionally, you’ll want to verify that your products have weights/dimensions, as that could be the reason rates do not show.
If none of these suggestions help, I would also recommend temporarily switching to a default WordPress theme (like Twenty Seventeen) and disabling all plugins except WooCommerce, Jetpack, and Services, and testing again to see if there could be a conflict causing the issue.
