I suggest enhancing experience with transferring custom templates from database to templates. An entry to theme.json should be added, to give additional UI description (title) to template, as described here:

Yes. Though it can be also solved through this plugin if you extend admin interface and provide an UI for entering template name (slug) and title, which would be saved in theme.json.
