    <title>Foundational Framing: What is Data Governance?</title>
    <content type="html">This deck, "Foundational Framing: What is Data Governance?" from the African Development Bank Institute's Leading Edge Insights Series, opens by reframing data as valuable only through its rules, connections, and context rather than as a standalone asset. It argues that data governance is fundamentally a political question — about who decides, through what process, and on whose behalf — rather than a purely technical matter. Drawing on cases like M-Pesa and digital ID systems, it shows Africa as data-rich yet often power-poor, given dependencies such as a single Google Cloud region for the continent and foreign-norm-embedding donor-funded infrastructure</content>

    <title>OER: From Tipping Point to Transformation - The State of Open Educational Resources Globally</title>
    <content type="html">Ben Janssen, Robert Schuwer and Dominic Orr were commissioned by GEM to write a review of the state of the art of OER as a contribution to their review of Technology in education 2023. This presentation for the OERcamp global starts from this review and has been briefly updated to take account of some new developments look back from 2025.
OER has achieved policy recognition and technological sophistication, yet the original promise of democratized education remains partially fulfilled. The decisive factor is whether we develop and deploy OER on our terms—guided by pedagogical values, equity principles, and local needs—or on terms dictated by commercial platforms and proprietary algorithms. True transformation requires moving from access to agency: learners and educators must have the capacity and infrastructure to shape the the learning environments they want.

    <title>Beyond virtual learning environments - what we are doing at atingi</title>
    <content type="html">Presentation for European Digital Education Hub 21.3.2024, which emphasises that any virtual learning environment can only contribute to the whole learning environment. Furthermore, when we are building a learning environment, as we do at atingi.org, we should take a realistic (albeit optimistic) view of the tension between big ideas and practical impact. So, even if we are product managers, it is important that we are not simply techno-solutionist in our view of our contribution to better teaching and learning.

    <title> The role of Open Education in emergency situations like COVID19 - A strategic perspective</title>

In this presentation, we will review the potential of open education and open educational resources (OER) to contribute to a resilient and effective education system in the light of the Covid19 pandemic. OER will be viewed as an innovation and enabler for education according to the 4 types of innovation defined by the Oslo Manual. The presentation will close with a strategic view on how the so-called “new normal” following the pandemic can inspire an educational landscape with the learner at the centre.</content>
