My definition of non-innocence is someone who has caused physical or emotional harm to another living being with malicious intent, regardless of provocation. Cruelty is the intent to repeat. I know I'm giving the asshole answer, but I have worked public safety for decades and these things don't get resolved with reasonable measures until injury occurs. If you aren't willing to allow you or your dog to sustain injuries, the options I gave are it.
Obviously document everything, make reports etc. When your reports do nothing, which they will if there are no injuries, their purpose is to show why you resorted to less lethal and lethal force. by reason: No shootie the pupper! |
