reason: Testing the waters here. Inspired by conversations about API allowing bans toward people who never participated in a community. By the way, to be fair, what https://sh.itjust.works/post/40754534/19369184 and https://archive.ph/D8BxO brings to mind disproves the past few "modlog" entries, no matter how many links are presented to suggest otherwise.
