Searching it seems (still inconclusively) like the awesome Dracula theme used to be in Mint at some point in the past, but now it’s conspicuously absent from both the official themes repository AND the Dracula theme site. Did something happen at some point to cause this disconnection? Or have i gotten it wrong and it just hasn’t been on Mint in any “official” capacity (or even extraofficial) at no point?

The Mint team has just released its regular monthly newsletter. This time, we have some exciting updates to share with you. As we mentioned last month, the developers are working on a brand-new menu in Cinnamon — and it’s already getting some cool new features.
I remember watching films on Amazon Prime used to work just fine but it's been a few months since I watched anything and now, for some reason, it doesn't work anymore.
