2025 Congressional District Profiles

MHP’s Congressional District Profiles break down housing affordability, homeownership gaps, and cost burdens across Minnesota’s eight congressional districts. The Congressional District Profiles are part of MHP’s series of reports on housing data and affordability metrics, including the 2025 State Housing Profile and Legislative District Profiles. The report provides a rare, congressional district-level view of the housing challenges Minnesotans face — underscoring that no region is untouched by rising housing costs and persistent disparities in homeownership.

In all districts, the salary needed to afford a median-value home far outpaces what homeowners actually earn, with Districts 5, 7, and 1 (respectively) containing the largest gaps. And, in three districts, rent far outpaces what the median earning renter can afford (Districts 6,7 and 1, respectively).

Across all districts, the data reveals a common thread: the cost of housing is outpacing incomes, particularly for renters and seniors, and long-standing racial inequities in homeownership persist.

2024 Legislative District Profiles

The Legislative District Profiles document current housing metrics using data specific to each of 134 legislative districts, economic development region, and the state. The profiles provide a comprehensive yet concise overview of housing trends, focusing on housing affordability, the rental market, the homeownership market, top in-demand jobs and their wages relative to housing costs, evictions, and homelessness.

MHP’s Legislative Profiles are key source of housing information for advocates to engage with elected officials. They serve as a valuable guide to help elected officials understand constituent and community housing needs.  The profiles provide compelling data that makes the case to leaders for the need for critical investments and transformative policy needed to ensure every Minnesota lives in a healthy, affordable home.

2023 County Profiles

Produced once every two years, this resource provides new data measurements at the county level in critical housing areas. MHP’s County Profiles feature data on different demographics of cost-burdened households paying at least 30% of their income for housing, changes in rent and home prices, eviction filings compared to pre-pandemic rates, racial disparities in homeownership, a comparison of top in-demand wages compared to current housing costs, and more.

Data for the County Profiles is gathered from a variety of sources including the American Community Survey (ACS) from the US Census Bureau, Housing and Urban Development (HUD), Eviction Lab, Minnesota Department of Employment and Economic Development, and the Wilder Research Center.
