Carleton University is enacting a policy that bans departments, student organizations, and faculty associations from making public statements on political or social issues. The so-called “Institutional Non-Partisanship Policy” was passed without any consultation from the campus community. It represents the most repressive speech restriction at any Canadian university and undermines the very foundation of academic freedom. This is not neutrality. It is authoritarian censorship. The policy silences collective expression on Palestine, Indigenous sovereignty, climate justice, and transgender rights while allowing the university to continue taking political positions through its investments, partnerships, and disciplinary actions. Carleton must immediately withdraw this policy and begin a transparent consultation process with the community it claims to serve.
