Deleting a branch is permanent. Although the deleted branch may continue to exist for a short time before it actually gets removed, it CANNOT be undone in most cases. Continue?
there were issues with previous policies being put to vote where people were confused about which versions were being voted on. Enforcing a single version being proposed to the membership as a whole as "this is the finalized version" helps with this confusion. also pushes people to make specific rooms/groups/factions/lobbies/caucuses of interested people to help iterate on their specific policies.
