specifically, we do want to up-weigh in-person voting. but we don't want to exclude people who don't come in-person for specific reasons:

other reasonable reasons for not being at the meetings "they're overwhelming when full 30 ppl in a room, I don't want to sit around and hear ppl comment about their already proposed proposals for 20 minutes per proposal, thursdays are just bad nights for me".

out of state people should probably be discounted. members who just never show up to the space in person should probably be discounted.
