Data is rapidly emerging as the defining frontier of equitable development. Its potential to transform societies is profound — fueling inclusive economic growth, strengthening public institutions, and expanding opportunities for people everywhere. Yet that same power carries real risks, with the potential to deepen inequality, concentrate influence in the hands of the few, and undermine public trust.
In this new landscape, access to data — who holds it, who can use it, and who ultimately benefits — will determine which countries, communities, and individuals are positioned to thrive, and which stand to fall further behind.
At the Digital Impact Alliance, we believe this moment represents a decisive inflection point. The decisions we make today — and the actions we take — will shape the digital future for generations. Two forces, in particular, make the urgency impossible to ignore:

Turning data into meaningful value for people is a complex and continually evolving challenge. Our years-long research and collaborative efforts make one point clear: well-designed data ecosystems — where data is created, governed, and shared to maximize public benefit — have transformative potential.
Two factors, in particular, have emerged from our work that give us confidence in what is possible:
Digital public infrastructure (DPI) creates the foundations for trusted, inclusive, and sustainable digital transformation at scale. As an approach to designing, implementing, and governing core digital systems — such as digital ID, payments, and national data exchanges — DPI enables data to be created, shared, and used for the public good. It is the scaffolding that allows countries to maximize the benefits of the data era while mitigating the risks.
Holistic approaches to trusted data sharing offer the chance to broaden the value of data for a variety of social and economic needs. Emerging models — whether driven by governments, data trusts, or communities fostering shared protocols — demonstrate an opportunity to unlock datasets that have remained underutilized, siloed, or inaccessible. And, by combining this data in new ways and enabling responsible data sharing, these approaches can surface insights that were previously hidden. Such holistic approaches emerge only when rules, tools, institutions, and practices work together.
- Policy, laws, and regulation (rules): Strong policies and legal frameworks that safeguard rights and set clear standards.
- Technology architecture (tools): Foundational digital infrastructure and systems — such as digital ID and data exchange — that allow data to be shared securely and responsibly.
- Robust and well-resourced institutions: Capable, accountable bodies — including civic organizations — to oversee governance, ensure compliance, and build a culture of data literacy.
- Practices: Norms and behaviors that build trust and encourage collaboration.

Recognizing that we are in an era of extraordinary change, we will focus on one clear goal over the next five years — one that will guide all our efforts and shape everything we do.
We will equip those working on the forefront of digital transformation with the insights, tools, and knowledge needed to design effective systems, develop inclusive policies and governance, strengthen institutional oversight, and enable trusted data sharing.
We will achieve this through:
- Working alongside country partners across Africa to co-create and help implement the policies, strategies, and institutional mechanisms needed to unlock and translate the benefits of data into tangible public outcomes.
- Driving critical conversations and peer exchange on emerging opportunities and issues, shaping global best practices that are informed and responsive to country’s needs and aspirations, and building political will to create more value from data for more people.
- Developing tested, trustworthy tools and research-backed, actionable resources that help decisions makers navigate complexity and make smart, informed choices.
- Finding and activating levers of change that have outsized opportunity to accelerate progress, breakthrough systemic barriers, and make the path to a positive digital future faster, less expensive, and / or more efficient.

Underpinning our approach is a set of practices that guide how we think, act, and translate our strategy into meaningful outcomes for people.
- We operationalize a people-centered appproach across all our work. A positive digital future rests on people being at the center. Across every project or initiative we take on, we consider how people can have agency over how their data is used and the means to benefit from participation in the data economy.
- We partner with countries based on their needs and aspirations. Every country’s digital transformation journey is different — shaped by their unique context, situation, and challenges. That’s why we begin our work meeting them where they are at.
- We consider the rules, tools, institutions, and practices across all we do. The magic happens when these four components – technology architecture; policies, laws, and regulation; well-resourced institutions; and inclusive practices and norms – work in concert, each reinforcing the others to create inclusive and trusted data ecosystems.
- We are collaborative by design. Driving real, meaningful change is no easy feat. So, we collaborate across everything we do — from designing and testing tools with relevant country stakeholders to building networks to shape and inform the learnings and practical resources we create and share.
- We connect the dots. The digital transformation ecosystem remains siloed. We actively build bridges between governments, development actors, and funders — at national, regional, and global levels — to help create the communities and coalitions needed to tackle complex challenges, inform and shape decision-making, and unlock lasting impact.
