Free Visual JSF IDE?

I'm a big fan of Netbeans and I could have sworn that at sometime they had incorporated the "Java Studio Creator" functionality that let you do visual design and development of JSF. Now, for the life of me, I can find any way to do visual JSF development in Netbeans.

1) is there anyway to do visual development of JSF in netbeans?
2) If not, then is there a free IDE that does support this?
3) If so, which one do people recommend?

1) In the current version (6.8) the plugin is not available anymore (for reasons see http://forums.netbeans.org/topic20097.html)
2) I have no clue
3) None? Write your code by hand. (Since I am in general not a big fan of those visual tools, this answer is for real and not ironic).
