tools/boot/noble: Switch ubuntustudio to generic kernel

Starting with Plucky (and hence hwe-6.14) the lowlatency kernel is
the generic kernel with some bootargs to make it lowlatency. Going
forwar, there is no lowlatency flavor anymore.

This commit fixes only Noble for the upcoming .3 point release.
Plucky and Questing come later...

tools/add_riscv_gpt: rework partition naming and numbering

Let U-Boot SPL be stored on a partition called loader1 and
main U-Boot on a partition called loader2. This is expected
by the Unmatched board for U-Boot upgrades.

Let the ESP be at the end of the partition table, so that
partitions are in disk order.
