PDF Viewer: Perform Select All only in response to Ctrl+A Currently, the PDF Viewer looks for "Ctrl" and "A' to determine if it should perform a Select All command, where "Ctrl" is "Cmd" on macOS. This will also incorrectly match other key combinations, like Ctrl+Shift+A, which is the keyboard shortcut for Tab Search. Fix this by adding a hasCtrlModifierOnly() utility function and using that instead of the existing hasCtrlModifier() function. Audit other "A" key handling in PDF Viewer code and consistently use hasCtrlModifierOnly(). For historical reasons, there are some small top level directories. Now the guidance is that new top level directories are for product (e.g. Chrome, Android WebView, Ash). Even if these products have multiple executables, the code should be in subdirectories of the product.
