Run chrome_public_test_apk at 100% on android-marshmallow-x86-rel This CL follows crrev.com/c/2683027 and increases the percentage to 100. The test suite consumed about 35% of the e2-standard-8 when it ran at 50% (http://shortn/_VkMhSyjNJ5, 1h window). So the test pool should be sufficient for running at 100%.
