HOWEVER any law enforcement will get nervous if you don't comply. If they pull a gun off of you and you continue to be non-compliant it is not unreasonable for them to assume you could have another weapon. All of this could have been avoided if he kept a distance. Don't impede armed law enforcement even if you disagree with them. That's what the ballot box is for.
FWIW any concealed carry class worth it's salt goes into extreme detail about how to deal with law enforcement when you are carrying a weapon. The focus is AVOIDING any escalation, clearly demonstrating compliance and proactive communication about the location of anything that law enforcement could see as a threat.
