Hello, @markgrandi, thanks much for reporting this bug and help make Ubuntu better.

You mentioned this happens as part of an upgrade - and the report indicates it was an upgrade to Plucky. I can reproduce this issue simply by:

- launching an oracular container
- apt update && apt dist-upgrade -y
- apt install rabbitmq-server
- do-release-upgrade

From there, running rabbitmq-server gives the following log:
Kernel pid terminated (application_controller) ("{application_start_failure,rabbit,{failed_to_initialize_feature_flags_registry,{rabbit,start,[normal,[]]}}}")

Missing feature flags is something that was mentioned before for different versions, like in https://bugs.launchpad.net/ubuntu/+source/rabbitmq-server/+bug/2074309
