Bug Description

I flashed the latest image and configured it to use packages from a landing silo using
phablet-config writable-image --ppa ppa:ci-train-ppa-service/landing-016

I also installed the ubuntu-ui-toolkit-autopilot package, so the uitk autopilot helpers are already installed on the system. However, phablet-click-setup won't work anymore because it looks for uitk files in the archive with the version that is in the silo, see http://pastebin.ubuntu.com/7747115/
